What is Whistleblower Aid?

Whistleblower Aid is a pioneering, non-profit legal organization that helps patriotic government employees and others report abuse and wrongdoing safely, lawfully, and responsibly. 

Why do we think this organization is important?

Protecting whistleblowers is vital to ensuring that government officials are accountable to the public. Whistleblower Aid helps employees of the federal government and others safely and lawfully bring awareness to government wrongdoing. While the federal employees who become whistleblowers are supposed to be covered by whistleblower protection laws, in many cases they face retaliation in the form of intimidation, threats, or the loss of employment. Whistleblower Aid supports these individuals through direct legal support, psychosocial support, and by advocating for them in the press.

Public Citizen’s project on government oversight works to expose corruption and push back against threats to justice, a functional democracy, freedom, and equality. As part of this mission, Public Citizen is a key leader in a diverse coalition of groups mobilizing to protect the rule of law.

Pay Our Interns Action Fund

What is Pay Our Interns Action Fund?

Born of a social media campaign led by two former unpaid congressional interns, Pay Our Interns Action Fund is a nonprofit that advocates for paid internship programs in all congressional offices. In 2017, they published a report showing how few Congress members paid their interns, and began lobbying candidates and current members of Congress to commit to paying their interns. 

Their efforts led to the creation of an internship fund allocation of $5 million initially and was increased to $13.8 million in 2018. 

Why do we think this organization is important?

Pay Our Interns Action Fund is an effective voice for paid internships on Capitol Hill. Democracy Fund Voice believes that unpaid internships are a structural barrier to creating a cCongress and congressional staff that looks like America. We are proud to support Pay Our Intern Action Fund’s mission to advocate for paid internships on Capitol Hill and to work with members of Congress to create effective, equitable internship programs.

In 2023 an amendment was approved to increase the amount of the grant by $100,000 for a total of $550,000.

In 2022 an amendment was approved to increase the amount of the grant by $150,000, for a total of $450,000, and to extend the grant period through April 2023.

In 2019, Democracy Fund Voice approved a grant of $50,000 to Pay Our Interns Action Fund. In 2020, an amendment was approved to increase the amount of the grant by $100,000 and in 2021 an amendment was approved to increase the amount of the grant by $150,000 for a total of $300,000.

What is Lincoln Network?

Lincoln Network believes that the government needs, and the people deserve, new ideas and technologies that increase efficiency, effectiveness, and responsiveness. They bring together leaders from the fields of technology and government to converse, collaborate, and create change.

Why do we think this project is important?

This grant supported Lincoln Network’s Article One Project, which promoted key congressional reform proposals, including bolstering science and technology policy expertise in the legislative branch. Lincoln Network regularly publishes research and engages members of Congress and their staff on related issues.

Lincoln Network provides an expert perspective to Congress, helping the institution restore its ability to craft intelligent policy on a variety of science and technology issues and conduct oversight of the industries driving our modern world. It also brings the innovative spirit of Silicon Valley to the challenges facing the modernization of congressional technology infrastructure, helping create a more productive and responsive legislature.

What is Issue One?

Issue One is the leading cross-partisan political reform group in Washington. They work to unite Republicans, Democrats, and independents in the movement to improve the current political system.

Why do we think this project is important?

Issue One coordinated stakeholders to support reducing political dysfunction, increasing congressional capacity, and advocating for congressional reforms. Issue One convened partners from across the ideological spectrum to broker compromises that for lasting, meaningful congressional reform.

In 2019, Democracy Fund Voice approved a grant to Issue One’s Congressional Capacity and Reform project for the amount of $150,000. In 2020, an amendment was approved to increase the amount of the grant by $60,000, for a total of $210,000.

Why do we think this project is important?

Co-Equal’s experts have decades of experience conducting investigations, developing oversight agendas, and explaining to the public the importance of congressional oversight as a tool to hold the executive branch accountable. Their expertise serves as a valuable resource to members of Congress carrying out oversight duties, investigations, and advancing policy priorities.

Congressional oversight of the executive branch is a key part of our constitution’s system of checks and balances. Each branch of government must exercise its ability to hold the other two branches accountable in order to uphold the rule of law and prevent abuses of power. Without such accountability, corruption can go unchecked and undermine the health of a democracy.

How is Democracy Fund Voice supporting Co-Equal?

In 2023, Democracy Fund Voice approved a two-year grant of $400,000 to Co-Equal.

In 2022, Democracy Fund Voice approved a one-year grant of $175,000 to Co-Equal as a fiscally sponsored project of Sixteen Thirty Fund. Previous grants were made in 2021 for $175,000 and in 2019 for $282,000.

What is Bipartisan Policy Center Action?

Bipartisan Policy Center Action (BPC Action) advocates for bipartisan solutions to the challenges facing our country. In close partnership with their 501(c)(3) partner, the Bipartisan Policy Center, BPC Action brings Republicans and Democrats together to achieve policy changes on polarizing issues including congressional dysfunction.

Why do we think this project is important?

BPC Action works closely with the Select Committee on the Modernization of Congress, rank-and-file legislators, and other stakeholders to advance productive reforms and rules changes that strengthen the legislative capacity of Congress. BPC Action also aims to increase public awareness about reform and activate constituent engagement in support of a modern Congress that better serves the American people.

Campaign Legal Center: Online Political Advertising

What is the Campaign Legal Center?

Campaign Legal Center (CLC) is a nonpartisan, nonprofit organization based in Washington, D.C. CLC is adamantly nonpartisan, holding candidates and government officials accountable regardless of political affiliation. Their work includes serving as a watchdog group on ethics and campaign finance issues and participating in legal proceedings across the country to defend the right to vote.

Why do we think this organization is important?

Campaign Legal Center (CLC) shines light on the lack of transparency in online political advertising. Opaque and outdated transparency laws make it easy for dark money campaigns to influence elections and political debates online. CLC develops and pushes for common sense solutions that improve transparency of online ads at the state and federal level.

Open Society Project

What is the Niskanen Center for Public Policy?

The Niskanen Center for Public Policy is a 501(c)(4) organization that works within the governing networks of American politics to advance policies and politics animated by a spirit of thoughtful moderation.

Why do we think this project is important?

The Niskanen Center for Public Policy is dedicated to protecting democratic institutions and processes. Niskanen Center’s Open Society Project believes that maintaining a liberal democracy is not a partisan issue and that American institutions must be actively protected. To this end, the Open Society Project has developed a center-right network of individuals and organizations opposing threats to democratic norms, institutions, and the rule of law.

Through direct action, advocacy, and by promoting oversight by Congress, the Open Society Project defends the rule of law. Their actions included ongoing research and analysis of policies and issues that affect everyday Americans, publishing written work sharing insights and engaging public dialogue, webinars on critical issues in politics and policies that were open to the public, and weekly podcasts discussing current events and policy developments.

The Open Society Project engaged directly with Congress to promote their goals through an orientation program for new Members of Congress in January 2021 and the formation of a coalition of former Republican officials and members of Congress who could promote their party’s return to pragmatism and democratic-liberal norms. The Niskanen Center’s policy experts and strong working relationship with governing-minded legislators on both sides of the aisle make them well-positioned to provide politically compelling alternatives to the major concerns of blue-collar Americans.

How is Democracy Fund Voice supporting the Niskanen Center?

In 2020, Democracy Fund Voice approved a grant of $75,000 to the Niskanen Center for Public Policy’s Open Society Project. In 2021 an amendment was approved to increase the amount of the grant by $50,000 for a total of $125,000. Previous grants of $100,000 in 2019 and $175,000 in 2018 have also been made to the Open Society Project.  

The Republican Party and Women in Politics

Last summer, as a part of our commitment to promoting a more inclusive democracy, Democracy Fund Voice partnered with Echelon Insights to better understand the views and values that drive Republicans to support or oppose female candidates. To better inform our strategies to support women considering a run for public office, we began by digging in to questions like, “Do Republicans think there is a problem with the number of female Republicans who are elected to office? Why or why not?” and “What remedies, if any, would Republicans support in order to boost the number of Republican women in office?”

Key findings from the research include:

  • Republican leaders vary greatly in their views on candidate recruitment, but most felt it is the role of party leaders to encourage people to become more active in the party.
  • Republican leaders have reservations about women-focused recruitment efforts, and prefer to focus on qualifications for the position rather than differences in identity.
  • Republican voters acknowledge women face unique challenges on the campaign trail.
  • Republican voters see family commitments and attacks from the media as deterrents and key reasons fewer women run or are elected as Republicans.

There were two phases of this research. Phase 1 began with sixteen in-depth interviews of Republican Party leaders across the country during the Summer of 2018. States included AR, AZ, CO, DC, KY, IL, MD, NC, ND, OH, PA, TX, VA, and VT. Phase 2 included both a pre-election and a post-election survey of N = 500 Republican registered voters nationwide. These interviews were conducted via a blend of live phone interviews and online interviews.
